MADDOW: Essentially I think over the past thirty or forty years — so not over that long a period of time — we made a bunch of decisions to make going to war less hassle, so you could get around a Congress that didn’t want you to, you could get around a public that you didn’t really want to explain it to, you could get around explaining about how much it cost, if you didn’t want to call up too many people you could have private contractors then and we really didn’t have to know too much about them — so all these sort of nice workarounds in terms of making war bother people and so now we can wage wars in ways that don’t bother us and we’re in trouble for that.
